Our Team

The LeCroy & Milligan Associates’ team includes evaluators, research assistants, computer specialists, quality assurance and training specialists, and data entry specialists. The team members have professional backgrounds in psychology, social work, public health, juvenile justice, education, public administration, family studies, and management information systems. Using experienced staff who specialize in various functions and possess a wide range of knowledge in human services allows us to design and implement research studies, evaluations, and training with a high degree of quality.

Various team members have knowledge and experience that includes program development, program implementation, strategic planning, and program research and evaluation. This enables us to understand the theoretical and practical issues involved in human services and to conduct objective research based on sound methodology grounded in the real world of practice. Moreover, our work is not dependent on one person, but rather involves an entire team, which provides clients with additional assurance that our work will be completed in a timely and efficient manner.

Kerry B Milligan, MSSW

Kerry Milligan, MSSW, co-founded LeCroy & Milligan Associates in 1991. Ms. Milligan and Dr. LeCroy shared a vision to create an evaluation team that would assist organizations to use rigorous evaluation information and processes to assess their effectiveness, build their evaluation capacity, and improve their services.  Ms. Milligan has developed and directed evaluation projects ranging in scope from small local consultation projects to $2.5 million/5-year state and federally funded evaluations. Ms. Milligan has provided program and fiscal oversight for over 30 evaluation and training projects each year, and has worked with numerous state agencies, and local community based organizations.  She brings particular expertise in evaluation planning and management, systems evaluation, strategic planning, group facilitation, report development, quality assurance and training systems, and development and presentation of workshops and training related to evaluation topics and evaluation results. Ms. Milligan has been principal evaluator for a variety of programs and services, with special emphasis on services for youth and families, early childhood systems development, prevention programming, K-12 education, and justice programs.  She is particularly interested in leadership development, coalition development, and providing coaching and consultation to organizations and small businesses so that evaluation and performance information is used effectively for decision making and program improvement.

Ms. Milligan also brings years of direct service experience that has helped to ground our company’s work in the practice issues facing service organizations.  Her early work as a clinical social worker led to her focus and curiosity about best practice approaches. She then devoted  over 10 years to creating and providing training and education to professionals, youth, adults and families in areas such as substance abuse prevention, health and wellness, community mobilization, child abuse prevention, leadership development, team building, training of trainers, and group facilitation skills.  She has directed numerous prevention service programs as well as a statewide training network. She is a long time member of the American Evaluation Association and Arizona Evaluation Network, as well as several woman-owned small business organizations.
