Our Team

The LeCroy & Milligan Associates’ team includes evaluators, research assistants, computer specialists, quality assurance and training specialists, and data entry specialists. The team members have professional backgrounds in psychology, social work, public health, juvenile justice, education, public administration, family studies, and management information systems. Using experienced staff who specialize in various functions and possess a wide range of knowledge in human services allows us to design and implement research studies, evaluations, and training with a high degree of quality.

Various team members have knowledge and experience that includes program development, program implementation, strategic planning, and program research and evaluation. This enables us to understand the theoretical and practical issues involved in human services and to conduct objective research based on sound methodology grounded in the real world of practice. Moreover, our work is not dependent on one person, but rather involves an entire team, which provides clients with additional assurance that our work will be completed in a timely and efficient manner.

Michele Schmidt, MPA

Senior Evaluation Associate

Michele Schmidt, MPA, has extensive experience in qualitative and quantitative evaluation methodologies in examining early childhood education, family literacy, and family support programs. Recently, Ms. Schmidt has served as lead evaluator on a project through the Arizona Department of Economic Security (ADES) to develop a quality assurance system to support program implementation and evaluation  of Arizona Fostering Readiness and Permanency Project—a federal  Permanency Innovations Initiative.  She has also worked as lead evaluator with coalitions providing family support and home visitation services, foster care navigation systems, an implementation study of home visitor training curriculum, among others.

She previously worked as Evaluation Coordinator and Research Specialist at the University of Vermont’s Center for Rural Studies. While at University of Vermont, Ms. Schmidt worked on projects in areas of education (K-12 and higher education), policy analysis and development, community and economic development, micro business development, domestic violence intervention and prevention, and youth fitness and wellness education programs.  Ms. Schmidt was the evaluator of an Even Start Youth and Family Literacy grant, a five-year long evaluation funded by the U.S. Department of Education that that evaluated the impact of adult, parenting and early childhood education services as a comprehensive family literacy program to break the intergenerational cycle of poverty and low literacy. She also evaluated numerous programs of the Vermont Community Action Agencies that provided income eligible families with education, social and economic support services.
