Our Team

The LeCroy & Milligan Associates’ team includes evaluators, research assistants, computer specialists, quality assurance and training specialists, and data entry specialists. The team members have professional backgrounds in psychology, social work, public health, juvenile justice, education, public administration, family studies, and management information systems. Using experienced staff who specialize in various functions and possess a wide range of knowledge in human services allows us to design and implement research studies, evaluations, and training with a high degree of quality.

Various team members have knowledge and experience that includes program development, program implementation, strategic planning, and program research and evaluation. This enables us to understand the theoretical and practical issues involved in human services and to conduct objective research based on sound methodology grounded in the real world of practice. Moreover, our work is not dependent on one person, but rather involves an entire team, which provides clients with additional assurance that our work will be completed in a timely and efficient manner.

Sonia Cota-Robles, Ph.D., J.D.

Sonia Cota-Robles joined LeCroy & Milligan Associates as an Evaluation Associate in 2013 but has been working in program evaluation in Tucson, AZ since 2009, conducting evaluation projects and developing grants for education, behavioral health, social service, and criminal justice programs. She led the evaluation of a federally-funded, trauma-based residential treatment for substance abusing mothers of young children in Marin County, CA. She has also played key roles in evaluations of federally-funded pregnancy prevention programs and state-funded programs to decrease substance abuse among teens. Dr. Cota-Robles is currently coordinating an evaluation for the AZ Department of Emergency Management and is developing grants to provide evidence-based parent-training and support to Arizona parents.

Prior to entering the evaluation field, Dr. Cota-Robles was an Assistant Public Defender at the Pima County Juvenile Court. She subsequently earned a Ph.D. in Family Studies and Human Development at the University of Arizona, using both qualitative and quantitative strategies to research the effects of gender, acculturation, and parenting processes on delinquency risk for Mexican American adolescents. While completing her Ph.D., she managed a state-funded mentoring program for seriously delinquent youth in Pima County, and then spent six years at Temple University as the site manager for the Philadelphia site of Research on Pathways to Desistance, a national, longitudinal study of serious juvenile offenders. Dr. Cota-Robles has published in peer-reviewed journals in the areas of delinquency, acculturation, and infant immunizations. She has help Board positions with the AZ Evaluation Network since 2010.
